Jack Parliament is the retired President of the D & I Railroad in Sioux Falls, SD. After a career of nearly 40 years in the railroad industry, Jack has the knowledge, expertise and contacts that can help your company grow business or mitigate problems.
Jack is a former member and chairman of the South Dakota Railroad Board. He has served on the Union Pacific Railroad's Short Line Advisory Group and the BNSF Railway's Short Line Caucus Group. These advisory groups deal with issues between the Short Line Railroads and their Class I partners. Jack served as the Small Railroad Representative to the American Short Line Railroad Association (ASLRRA) and as the Chairman of the Small Railroad Committee. He served two terms on the ASLRRA Board of Directors and Executive Committee.
As President of the D & I, Jack led the company through numerous contract negotiations to gain access to additional Class I Railroad markets. These additional market access rights were instrumental in gaining new shippers on the D & I. Jack has been deeply involved in helping shippers locate properties to grow their business.
During Jack's tenure, the D & I invested millions of dollars to rehabilitate railroad track infrastructure and bridges. This was done through a partnership with the shippers and the State of South Dakota. Jack's leadership was essential to navigate through these improvements.
Not only did Jack lead the D & I through some great improvements and increased business, he led the D & I team through two major crisis situations. In 2014, a record flood occurred and covered 12 miles of D & I track, demolishing one bridge deck and nearly 5 miles of washed out track. Miraculously, the rail line was operational 4 weeks after the initial flood and went on to record carloadings for the year. Then in 2019, a 2nd catastrophe struck when Spring ice flows extensively damaged 4 bridges and completely demolished one 290 foot bridge, which was totally rebuilt in a miraculous time of 5 months. Jack's leadership through these catastrophes is an example of his skills that can be put to work for other railroads, contractors, vendors, suppliers and rail shippers.
